What is BREEAM?
BREEAM is the world’s longest-established sustainability assessment method for buildings. Developed by the UK’s Building Research Establishment (BRE) in 1990, it provides a structured framework for measuring environmental performance across a building’s whole lifecycle — from design and construction through to operation and refurbishment.
The scheme has expanded steadily over three decades:
- Around 600,000 buildings certified globally to date
- 2.3 million buildings registered for assessment
- Operating in 80+ countries, with national scheme operators delivering locally adapted versions in Spain, Germany, Netherlands, Norway, Sweden and Austria
- Assessments carried out by a network of 2,600+ Licensed BREEAM Assessors
BREEAM is run by BRE Group, a building science research organisation that also publishes the technical manuals, trains assessors, and maintains the certification register. Independence between the scheme operator and the project team is central to the system’s credibility — your building contractor isn’t your BREEAM Assessor, and vice versa.
The latest version, BREEAM New Construction Version 7, was released in 2025. Two important changes for residential and mixed-use projects:
- The Home Quality Mark (HQM) has been integrated into BREEAM UK New Construction Residential — meaning BREEAM now covers a wider range of residential project types under a single framework
- The framework has been redesigned around whole-life carbon assessment, aligning with the UK’s 2050 Net Zero target and EU Taxonomy reporting requirements
Why BREEAM matters in 2026
Three concrete reasons BREEAM affects projects today:
1. Planning permission triggers
Many UK local planning authorities require minimum BREEAM ratings — typically ‘Very Good’ or above — as a condition of planning consent for major developments. This is most common for commercial schemes, large residential developments, and any project funded by central or local government. Failing to plan for BREEAM at design stage can result in expensive redesign or planning refusal.
2. Commercial value
BREEAM-rated buildings consistently command premiums in the commercial property market. Research by CBRE found that BREEAM-rated buildings achieve rental premiums of 6–8% and capital value premiums of 14–16% over comparable non-rated stock. Maastricht University research on London office buildings showed even stronger figures — around 20% rental premium and 15% sales premium for BREEAM-certified offices over non-rated comparables. BREEAM ratings: Pass to Outstanding

For most UK projects subject to planning conditions, the typical minimum is ‘Very Good’. Premium developments and most public sector projects target ‘Excellent’ or above. ‘Outstanding’ is rare and usually achieved only on flagship developments with significant innovation budgets.
Scores are calculated by a Licensed BREEAM Assessor, working from documented evidence: design drawings, specifications, contractor records, energy modelling, ecology surveys, and post-construction site inspections. The Assessor submits the assessment to BRE for independent quality assurance before certification is issued.
Does BREEAM apply to your project?
The honest answer is: probably not, unless you’re working on a commercial development, public sector project, or large residential scheme. Here’s the breakdown by project type:
Commercial new build
Usually yes. Most local authorities require BREEAM ‘Very Good’ or above as a planning condition for new commercial developments above a certain size threshold (which varies by authority). Ignoring this at design stage is the most common cause of expensive late-stage redesign.
Public sector or publicly funded
Almost always yes. Government Soft Landings (GSL) and most public sector procurement frameworks require BREEAM certification, typically at ‘Excellent’ or above.
Large residential development
Often yes. BREEAM UK New Construction Residential — which now includes the integrated Home Quality Mark since the 2025 update — applies to multi-unit residential developments. Local authorities increasingly include this in planning conditions.
Single-home new build
Not usually required. For single dwellings, EPC ratings and Building Regulations Part L compliance handle most regulatory sustainability requirements. Voluntary HQM/BREEAM certification can support resale value and align with personal sustainability goals, but it’s a discretionary choice rather than a planning trigger.
Domestic refurbishment or extension
Almost never required. BREEAM Domestic Refurbishment exists for ambitious projects, but the vast majority of home extensions, loft conversions, and renovations rely on Building Regulations and EPC ratings rather than formal BREEAM certification. The certification process
BREEAM certification is a structured process managed by an independent Licensed BREEAM Assessor working alongside the project team. There are typically two key certification stages for new construction projects:
Stage 1: Design Stage Assessment
Carried out at RIBA Stage 4 (Technical Design) before construction begins. The Assessor evaluates designs, specifications, energy modelling, and environmental reports against BREEAM criteria. A successful Design Stage Assessment results in an interim certificate confirming the target rating is achievable. This is often required by lenders and planning authorities before construction starts.
Stage 2: Post-Construction Assessment
Carried out after practical completion. The Assessor verifies that the as-built building matches the design assumptions through site inspections, contractor records, and commissioning evidence. A successful Post-Construction Assessment results in the final BREEAM certificate.
Typical timelines
Each assessment stage typically takes 6–12 weeks once evidence is fully submitted, but the practical timeline runs across the full project programme — Design Stage Assessment happens during design, Post-Construction Assessment after handover. BREEAM should be planned in from the very start of the project, not added later.
Validity
BREEAM New Construction certification is valid indefinitely — it reflects the building’s sustainability at completion. BREEAM In-Use, by contrast, applies to operational buildings and must be renewed every three years to demonstrate ongoing performance.
How a contractor delivers to BREEAM standards
An important distinction: the building contractor is not the BREEAM Assessor. Independence between these roles is central to the system’s credibility. The Assessor is an independent third party, licensed by BRE; the contractor is the team that actually builds the project to the specification.
What this means in practice is that the contractor’s role in BREEAM delivery breaks down into four areas:
Specification compliance
Building exactly to the specified materials, products, and systems — many BREEAM credits depend on specific material certifications (responsible sourcing, recycled content, low-VOC paints), specific product approvals, and specific installation methods. Substitution at site level can lose credits silently if not flagged and re-assessed.
Evidence gathering
BREEAM is evidence-based. The contractor’s site team needs to collect and retain documentation as work progresses: delivery notes for certified materials, commissioning records, site waste management records, ecological surveys, and construction-stage energy data. Late-stage evidence reconstruction is slow, expensive, and often incomplete.
Site management practices
Several BREEAM management credits depend on demonstrably good site practices — Considerate Constructors Scheme participation, construction stage water and energy monitoring, formal waste segregation, and protection of ecological features during works. These are operational matters the contractor controls.
Coordination with the Assessor
Successful BREEAM delivery requires the contractor and Assessor to be in regular communication throughout the project. Issues flagged early can usually be resolved without losing credits; issues discovered at Post-Construction Assessment often can’t.

BREEAM alternatives (LEED, HQM, WELL, Ska)

LEED (Leadership in Energy and Environmental Design)
The US equivalent of BREEAM, run by the US Green Building Council. Predominantly used in North America. Points-based rather than percentage-based. Tends to weight energy efficiency and indoor environmental quality more heavily than BREEAM, while BREEAM places more weight on ecology, transport, and management. Most major UK projects use BREEAM; LEED appears mainly on US-headquartered corporate developments.
Home Quality Mark (HQM)
The UK’s residential sustainability scheme, originally developed by BRE as the residential counterpart to BREEAM. Since 2025, HQM has been integrated into BREEAM UK New Construction Residential, meaning the two schemes are now part of a single framework rather than separate certifications.
WELL Building Standard
Focuses specifically on occupant health, wellness, and productivity rather than overall environmental sustainability. Often used alongside BREEAM (a building can be both BREEAM ‘Excellent’ and WELL Platinum) rather than instead of it. Increasingly common on premium commercial fit-outs.
Ska Rating
UK-specific scheme developed by RICS for office and retail fit-outs and refurbishments. Simpler and quicker than BREEAM, suitable for smaller-scale interior projects. Ska is often appropriate where BREEAM is too heavyweight for the project scope.
DGNB
The German sustainability framework, widely used in Germany and Central Europe. Emphasises economic and social sustainability alongside environmental performance. Rarely seen on UK projects.

Domestic extensions and loft conversions fall under Building Regulations (particularly Part L for energy efficiency) rather than BREEAM. The exception is where an extension forms part of a wider BREEAM-certified development.
